Excellent point and question -- thanks! Having worked for sev-
eral US PVOs in the food security and AIDS sectors it's always
amazing to me how rarely people learn from the programming (much
less do ex-post evaluations to look at the durability of the
change). It's also a function, I believe of the rapid turnover
in staff.
