Global Fund - The ethics of withholding support (2)

Frank is right in his comments but I do not think the Global
Fund administrators should be blamed. However, we have govern-
ments and their various agents who divert funds, misappropriate
and embezzle funds, meant for the care of the citizens they
swore to look out for without considering the implications and
the overall effect on the population.

If these people on ground cannot look out for their own, do we
have the right to ask funding and donor agencies to take over
that responsibility?
