Palliative care: a basic human right (2)

I know of no basis for claiming that any specific type of care
is a human right, at least not any more than other types of
care. Moreover, human rights does not promise free care.

I have no doubt that there is a need for palliative care. What
is the basis for claiming it is a human right, and what are the
implications of that claim?
