Chief of Party Orphans and Vulnerable Children (OVC) Program,
Ethiopia
Save the Children, a leading U.S. and international child-
focused relief and development agency seeks a Chief of Party for
SC/US's Orphans and Vulnerable Children. (OVC) Program is a high
visibility, senior management position in the Ethiopia Field Of-
fice. He/she will provide leadership, management and technical
support, as well as ensuring solid field level implementation of
this large program within SC/US's broader HIV/AIDS portfolio.
SC/US's large scale OVC program, funded by PEPFAR and known as
"Positive Change: Children, Communities and Care (PC3) is a
five-year $20 million dollar program that focuses on a community
based approach to care and support for OVC within Ethiopia. This
multi-sectoral program is comprehensive in nature and involves a
strong partnership with international agencies and focuses heav-
ily on strengthening the capacity of local NGOs and CSOs to mo-
bilize communities around care and support activities.
The Chief of Party will provide strategic and operational lead-
ership to develop and implement a multi-sectoral, integrated
HIV/AIDS program that will achieve measurable outcomes in the
mitigation of the impact of HIV/AIDS on families and communities
in Ethiopia. Major responsibilities of the position holder in-
clude working with a core team of technical experts within SC/US
and partner agencies to mobilize civil society organizations
(CSOs) for community-based responses to care and support for
OVC; capacity building of CSOs engaged in community-based re-
sponses; supporting links and networking between the CSOs and
government agencies in addressing the care and support needs of
OVC, and monitoring and evaluation of community-based response
programs. As a member of the SC/US Ethiopia Field Office Senior
Programs Team, the COP will have strong interpersonal skills and
maintain close relationships with USAID, SC/US home office,
partner organizations and Government of Ethiopia representa-
tives. The COP will ensure the timely submission of all deliver-
ables to USAID, including annual work plans, performance moni-
toring plans, semi-annual reports and annual reports.
Requires an advanced degree in public health, international re-
lations, economic development or related fields. At least 8-10
years relevant work experience managing large and complex inter-
national field operations and multi-partner development pro-
grams. Demonstrated skills in strategic and program planning and
oversight of a complex USAID funded program required. Strong
knowledge and experience with HIV/AIDS programming and specifi-
cally programming related to OVC work highly desirable. Proven
experience building capacity of local NGOs and ability to pro-
mote and collaborate closely with multi-level stakeholders. The
ability to plan and organize a substantial workload that in-
cludes complex and diverse tasks and responsibilities. Demon-
strated skills in leadership and management and commitment to
building staff capacity. Excellent interpersonal skills and dem-
onstrated ability to lead and work effectively in team situa-
tions. Previous experience in Africa and must be comfortable
with and have sensitivity to working with a variety of individu-
als in cross-cultural situations.
