Hello Dr. Moonen

My understanding on the effectiveness or lack thereof of differ-
ent attempts at malaria eradication usually centers around the
breeding/hatching cycle of the mosquito. If the program is not
timely with larvacides and insecticides such as DDT then control
will be sporadic. Entomologists play a very crucial role in the
success of controling the mosquito and therefore malaria.

Your premise that only poor countries have malaria is for the
most part correct. Eradication of malaria anywhere it is preva-
lent takes a dedicated, comprehensive plan that is complete in
nature. I feel it is also important to add that relying on ex-
isting governments of poor countries to initiate such plans are
doomed to failure. Funds have a way of being "shifted" to other
priorities or even other bank accounts in many instances. I have
procured a copy of Bill Neslers plan for Liberia and it appears
to be well thought out, well researched, and actually quite cost
efficient. All it would take in my opinion to implement is fund-
ing. There are tremendous resources in Liberia, enough to put
that country on a positive cash flow footing. Maybe a large
Intl. corporation will invest in Liberia now that it seems to
have a stable government. Malaria eradication would insure a
healthy work force and therefore be cost effective. Lack of
money can always be traced to disease and other woes of poor
countries. Investment always improves conditions for the citi-
zenry. Cash grants and the like usually only enrich the privi-
leged.
