Duty Station: Kabul; (non-family duty station); frequent travel
to provinces is required.
Length of assignment: July 2006 ? June 2007
Please note that there is scope for a possible extension of the
position should funding be extended past June 2007.
Project description:
Integrated Drug Prevention, Treatment and Rehabilitation in Af-
ghanistan ? IDPA
The project has been implemented since January 2003. It supports
drug demand reduction services of non-governmental organisations
in 5 provinces and in its comprehensiveness and geographical
coverage is unique in its kind within Afghanistan. IDPA com-
prises drug education, prevention, community-based and residen-
tial treatment and rehabilitation of drug addicts. The focus of
the project lies on capacity building of drug demand reduction
personnel both at non-governmental and governmental level in
technical aspects as well as project management skills. IDPA op-
erates within the National Drug Strategy and works closely with
the Afghan Ministry of Counternarcotics (MCN).
The next phase of the project will experience an expansion into
additional provinces as well as providing a more direct advisory
support to the Ministry of Public Health. Given the anticipation
of a greater involvement in delivering drug demand reduction
services from the Ministry of Public Health, the services of
IDPA will expand to provide strategic and technical advise at
ministerial level. The existing services will continue to be im-
proved in to ensure quality management, replication of effective
approaches and sustainability.
Tasks of the adviser:
The adviser will share his/her duty time
? Advise the project on its management, public relations and in-
ternational networking
? Advise the project on its strategic and operational planning
and implementation
? Advise the Ministry of Public Health on its strategic and op-
erational planning and implementation (incl. proposal writing)
? Provide technical input on all aspect of drug demand reduction
including prevention, treatment and harm reduction
? Consultation of the project staff and the project partners
(NGOs) on the development and implementation of quality stan-
dards in drug prevention and treatment
? Support the establishment of a standardised training of drug
demand reduction workers (medical, social, health workers)
? Advise on M&E, impact monitoring and documentation
? Support to acquisition activities by GTZ where required
Qualifications and skills required:
? University degree in social sciences, social work, health sci-
ences, public health, community health or equivalent
? Minimum of 7 years relevant professional experience in working
with governmental and non-governmental organisation in aspects
of drug demand reduction (Ministries, drug treatment and preven-
tion services, police, NGOs, drug users and addicts)
? At least 5 years professional experience in developing coun-
tries - regional experience in Afghanistan or Pakistan, Iran,
Central Asia would be an asset
? Cultural sensitivity and proven working ability under diffi-
cult circumstances
? Proven experience in delivering policy and strategic advise
? Good facilitation and moderating skills
? Proficiency in English; working knowledge of a local language
(Dari/Pashtu) would be an asset but is not essential
