Programme Facilitator – Bolivia
The Global e-Schools and Communities Initiative (GeSCI) seeks to hire a
Programme Facilitator to be based in La Paz, Bolivia. The role of the
Facilitator will be to provide direct support to the Ministry of
Education in the strategic design and implementation of ICT in
Education initiatives and policy. The Facilitator will work proactively
as part of the Ministry of Education's ICT team, and will also be
GeSCI's key representative in the country.
In particular, the Facilitator will provide support for:
* Designing and implementing large end-to-end ICT programmes/projects
* Designing the ICT public policy in Bolivia
* The National Programme for Human Resources Training on ICT
* Providing policy and planning inputs, including participating in
formulation of detailed implementation plans and in building capacity
among stakeholders
* Providing/facilitating access to technical expertise and advice on
issues relating to ICTs in schools
* Convening and mobilizing relevant stakeholders Establishing
appropriate evaluation and monitoring mechanisms
* Liaising with global and local partners.
Qualifications and Experience
Qualifications include: relevant experience to provide strategic
support to the Ministry of Education. Experience in public policy, and
capacity building in ICTs. A proven track record of delivery in design,
planning and implementation of large development/ social sector
projects. Expertise in programme structuring and project formulation,
strategic planning and management, including establishment of project
implementation and management structures and designing public-private
partnerships(PPPs). Experience in the areas of ICTs in development/
ICTs in education, and working as part of a team. Fluency in Spanish
and English required.
Appropriate academic degree, at least at the graduate level. Minimum
5-7 years experience, preferably having worked closely with
Government and/or in Latin America. Experience working with a variety
of stakeholders and partners, and excellent communication skills.
Salary will be commensurate with skills and experience.

Programme Facilitator - Rajasthan (India)
The Global e-Schools and Communities Initiative (GeSCI) is a new
multilaterally funded organisation founded by the United Nations ICT
Task Force, based at Dublin, Ireland. GeSCI's mission is to collaborate
with local partners to improve education, empower communities and
accelerate socio-economic development, thereby supporting achievement
of the Millennium Development Goals by 2015, through the widespread
deployment of information and communications technology (ICT) in
education.
GeSCI is now proposing to partner with select Indian States for
implementing comprehensive, end-to-end ICT in education programmes.
Roles and Responsibilities:
Your key roles and responsibilities will include:
* Supporting the State Government in designing a state-wide ICT for
education policy
* Working with Ministry of Education and other stakeholders to align
current large-scale ICT programmes/initiatives in schools with the
state-wide policy
* Work with the State Government to design and implement large end-
to-end ICT programmes/projects in schools, in particular the REI
* Providing policy and planning inputs, including assisting in
formulation of detailed implementation plans and in building capacity
among stakeholders
* Providing/facilitating access to technical expertise and advice on
issues relating to ICTs in education * Convening and mobilising all
relevant stakeholders, including Government, the private sector and
civil society organisations
* Ensuring buy-in of all relevant partners and stakeholders, and
developing communications structure
* Establishing appropriate evaluation and monitoring mechanisms
* Facilitating the establishment of the Project Management Unit (PMU)
for the REI
Qualifications and Experience
You should possess the following skills and attributes:
Relevant experience at leadership level with proven track record of
delivery in design, planning and implementation of large development/
social sector projects; with particular expertise in programme
structuring and project formulation , strategic planning and
management , including establishment of project implementation and
management structures and designing public-private-partnerships(PPPs).
Experience in the areas of ICTs in development/ ICTs in education
would be an advantage.
Post Graduate degree in management from a reputed institution.
Minimum 5-7 years management/consulting experience at a leadership
level, preferably having worked closely with Government in India.
Should have proven ability to network and to draw synergies from
potential partners/ stakeholders. Should possess excellent
documentation and communication skills. Fluency in English required.
Two year contractual position. Based at Jaipur.
