How effective are male condoms in protecting men?

Recently I was asked an intriguing question that I feel I need to share 
with colleagues for a possible answer. During sexual intercourse female 
secretions tend to pour on man's pubis (perineum). The condom tends to 
protect contact between vagina and penis but not the perineum. This 
person argued, therefore, that wearing condoms protect the female 
because man's secretions are trapped and do not get into contact with 
the sexual organs. But, the condom does not protect men because female 
secretions get into contact with male perineum during the act. What is 
your opinion?
