Dear Andrew,
 
If by any chance you are interested in Nigeria, then you may be looking at 36 plus 1 plans (the 36 States and the Federal Capital Territory). Because as a federal country the States here have a high level of autonomy and are responsible for making investment decisions that translate to better service delivery for Nigerians. It may surprise you to note that most of these States have annual budgets well above some of the SSA countries you may be interested in, 
 
However, very of them have made efforts to develop strategic plans.
