Eliminating World Poverty: Making governance work for the poor (13)

I think the world needs a new leadership model, and this is by far not about governance issues. This current leadership model isn't pro-poor. More harm has been done in the name of the people by even those governments where we think there is good governance.  
   
If one would suggest that the UN keep constitutions for developing countries for the next 50 years and allow for constitutional changes only by consensus from the security council/ UN general assembly, would that make a difference to world's poor?
