Thanks for you feedback.

In relation to my query, I was expressing the unpolitically correct issue of is there ever a justification for a benevolent dictator as possibly in the case where regions of the world are so unstable it seems quite difficult to maintain even the illusion of a cohensive and functional social order.

For example possibly the American Neoconservatives would be have been better off installing a strongman in Iraq who would not feel compelled to pander to all the diverging political factions in Iraq and could establish the rule of law with a firm and decisive hand.

In other words is it realistic of wise to expect societies where the institutions democracy are not firmly established (particularly highly patriarchal "eye for eye" cultures where vendettas are a prevailing aspect or consideration in the governance process) to embrace The Western World's values and the institutions of governance that it has exported to world as part of the modernization process?
