Eliminating world poverty: making governance work for the poor (36)

Dear Robert,
   
I do not advocate dictatorships, socialism, or anything other than rule by the people.  What makes me mad, is that when money reaches government it is squandered and never reaches the citizenry.  This has to be by-passed, and the money stay in the subcontractors control that way he subcontractor)  can be thrown in prison if he doesn't do things properly.  

Gotta go, or I would elaborate.
