I think that society looks at "disease" and at the "system" differently and that may be one of the reasons why the response to HIV is so different from the response to HR violations. HIV is only one disease and you can fight against it, you can think of vaccines and drugs. HR violations take hundreds of different forms, they are not seen as something uniform, and worse, often to people they are "normal" part of life, part of the "system".
