Request for Proposals: GTZ ? Vietnam Stakeholders Perception
Survey
------------------------------------------------------------

Commissioned by: Deutsche Gesellschaft für Technische
Zusammenarbeit (GTZ) Country Office ? Vietnam

Introduction:
GTZ-Vietnam introduced "European Foundation for Quality
Management" (EFQM) as an organization wide management tool in
2003. Organizational, regional and country specific annual
targets guide the definition of various priority measures. One
is to conduct a GTZ ? Vietnam Stakeholders Perception Survey.
GTZ is seeking a reputed company or consulting for this
assignment.

Place of Assignment:
Hanoi and selected provinces and districts (non random sample)
in Vietnam based on the presence of GTZ supported development
projects.

Essential Output:
1. Design, implement and analyze the interviews with members and
stakeholders of the sampled projects for the GTZ Image Survey
2. Description of the sampling methodology, data-collection, -
cleaning, -entry, quality control, and ?analysis
3. Design of the reporting format.
4. Report on verbal non recordable general feed-back from
partners during interviews
5. Present preliminary findings and draft report at a designated
GTZ-meeting and incorporate the feedback into the final report.
6. Submit final report in digital and hard copy version to GTZ-
Country office Vietnam

An example of a questionnaire used in a similar exercise
implemented by GTZ ? Indonesia is available. Possibilities to
ensure (partial) comparability are considered essential.

Administrative assistance for database entry can be provided by
the GTZ country office.

The proposal should provide:
1. A detailed time/human/material resources budget with unit and
total costs matching a comprehensive work plan
2. CVs of the principal investigator and planned senior staff
3. additional qualitative instruments where deemed necessary
4. An outline of the report
