I. Team Leader for blood transfusion project (implementation of EU Directive 2002/98/EC)
Country of assignment and location: Romania, Bucharest
The project
The overall objective of the project is to strengthen the Romanian health authorities through capacity building for the implementation of the EU Directive 2002/98/EC, setting standards of quality and safety for the collection, testing, processing, storage and distribution of human blood and blood components and amending Directive 2001/83/EC, in the Romanian Blood Transfusion System.
Your tasks
1. responsible for all matters relating to the management and implementation of the project, including coordination of the team and of the various activities, logistic, administrative, and financial issues and reporting
2. Maximize the impact from the pool of experts, the Team Leader will draw up and monitor work programmes for all other experts
3. Work with other experts to develop a technical assistance programme in order to produce the expected results
Your qualifications
- Medical doctor (Master degree) with special training in transfusion medicine
- 10 years of relevant experience, international practical experience of blood transfusion services reforms in EU and/or other European countries
- At least 3 years of working experience in international projects related to blood transfusion
- Exposures to EU funded projects
- Experience in the management of blood transfusion services, Quality Assurance and Inspection for EU GMP compliance of blood transfusion services, obtained with a national regulatory authority
- Fluent in English (spoken and written)

II. Quality Management Expert for Blood Transfusion Project
Country of assignment and location: Romania, Bucharest
The project
The overall objective of the project is to strengthen the Romanian health authorities through capacity building for the implementation of the EU Directive 2002/98/EC, setting standards of quality and safety for the collection, testing, processing, storage and distribution of human blood and blood components and amending Directive 2001/83/EC, in the Romanian Blood Transfusion System.
Your tasks
- Assistance and guidance to the NBTS (National Blood Transfusion System) in the set of a Quality management unit
- Participation in training activities
- Establishment of routines for internal auditing of blood transfusion institutes
- Participation in some audits of blood establishment and transfusion institutes
- Preparation of updated formats for Standard Operation Procedures
- Initiation of a system for External Quality Assessment Schemes
Your qualifications
- Master degree
- extensive experience in Quality Management and Inspection for EU GMP (Good Manufacturing Practice) compliance of blood transfusion services, preferably obtained with a national regulatory authority
- 15 years of relevant experience
- Experience of teaching in the field of Quality Management
- International practical experience of GMP inspection of blood transfusion services
- In depth knowledge of the requirements for accreditation of blood transfusion services
- Working experience in blood transfusion services reforms in EU and/or other European countries
- Fluent in English (spoken and written)

III. Expert for Information Management for blood transfusion project
Country of assignment and location
Romania, Bucharest
The project
The overall objective of the project is to strengthen the Romanian health authorities through capacity building for the implementation of the EU Directive 2002/98/EC, setting standards of quality and safety for the collection, testing, processing, storage and distribution of human blood and blood components and amending Directive 2001/83/EC, in the Romanian Blood Transfusion System.
Your tasks
- Overall responsibility for project management and the entire deliverable system development, validation and evaluation life cycle
- Coordinate the activity concerning the definition of scenario development
- Supervise the development of the new software
- Coordinate and assist the design of a national IT network
Your qualifications
- Master degree in ITM (Information Technology Management) or Computer sciences
- Managerial and analytical skills
- Fluent in English (spoken and written)
- 10 years experience in designing, managing, supervising, implementing, monitoring and evaluation of information management policies
- proven experience in design and implementation of communication networks, as well as in system analysis
- familiar with the EC procurement rules
- specific experience in the field of blood transfusion
