Westerners 'are more promiscuous' (3)

Don't use the word "promiscuous" about people in the HIV/AIDS prevention work.  Throw it out, like a few other words we don't like. It has a negative value. Its use contributes to more stigma around HIV/AIDS. Nobody wants to be 'p....' It is indeed a narrow minded MORAL statement indicating that for moral reasons one "SHOULD not have more than one partner".  (even if having any can be risky, and yes, most religions preach monogamy and only one partner / sex in marriage only). 

People do what they do.  For a variety of reasons, some are moral, some not. Polygamy is probably not included in the above terminology, but as far as I am aware, this is a pure male practice.

I reccomend to use a more descriptive terminology. Like: "People with more than one lifetime/consecutive/sexual partner, or people who practice sex with more than one partner within the same time period". Such practices may contribute to increased HV risk especially if preventive measures like condoms are not used......etc.
