RFI: How to establish a working HMIS in northern Nigeria

Hi All

I am a system administrator in a UK hospital; I want to establish a working health management information system in my home state in northern nigeria. 

What makes me to became interested in HMIS is that when I was at home for holidays, I found out that there is an ongoing HMIS project been sponsored by world bank/ADB for almost 4 years, but after I went round to some primary care centres in my state and found that not much was done in establishing a working HMIS system. 

I want to find out any ideas from international organisations or NGOs that can give a helping hand to this my project.
