Dear Colleagues

My connection with Mozambique goes back to the refugee crisis in Malawi and Zambia at the height of the civil war, a variety of assignments in the fishing sector in Mozambique and then some development cooperation coordination work with the Ministry of Cooperation. All of this is over 10 years ago.

What really is depressing is how the modern reports comment on weaknesses today that are the same weaknesses that were being written about 10 years ago, and in many cases 20 years ago. One has to ask, what is the point of writing anything if the issues are not going to get addressed.

My own view is that there needs to be some serious rethinking about decision making by the donor organizations ... and a very much stronger system of management information so that resources disbursed are related to results achieved.
