I am reading a book written 26 years ago and it talks about inefficiencies and bureaucratic roadblocks even to influential people in Pakistan. I was disappointed to see that situation has even worsened.

I personally think that best approach is to strengthen public systems and not start efficient but vertical or individual projects which are not sustainable and actually hastens the brain drain from ministries to NGOs. This is actually not help but destruction of institutions in these countries.
