The following positions are available with the Dutch NGO ARCADIS. All positions are located in Juba, Sudan.

Policy Specialist

(i) Postgraduate training in public administration, health administration or law or equivalent experience in policy analysis, management or administration;
(ii) a minimum 10 years of overall experience in management of health sector reform issues, with a special focus on health policy, legislation and regulation;
(iii) demonstrated skills in consultation and negotiation, especially with senior officials in developing countries.

Human resource development

(i) Postgraduate training in public administration or human resources management and planning or equivalent experience in training management or administration;
(ii) a minimum of 10 years of overall experience in human resources management in the context of health sector reform, with at least 5 years experience in a managerial position with responsibility for a broad range of personnel activities.

Health sector financing

(i) Post graduate degree in public health, economics, finance or business administration; (ii) a minimum of 5 years of overall experience in public financial management (budgeting, accounting, auditing); (iii) previous experience in national health accounts, public expenditure tracking, innovative methods for financing health service delivery, etc. desirable; and (iv) excellent analytical, financial management, and evaluation skills;.

Health service delivery

(i) recognized degree in Medicine and postgraduate training in public health;
(ii) a minimum 10 years of overall experience in planning and managing health service delivery programs, preferably at both local and national levels;
(iii) of which at least 5 years of experience in a position of responsibility for implementing public health interventions at both facility and community levels; and
(iv) demonstrated ability to prepare concise summaries of field level experiences and to help MOH translate these results into improved operational guidelines.
