Hullo Anne Dr. Ng'ang'a,
I am not sure about the fees for the Liverpool course, but UK courses are generally more expensive. Why not try the University of the Western Cape in the Republic of South Africa?. If interested, get in touch with the School of Public Health for their Master of Public Health. I have recommended it to a couple of people already, and they seem to be quite happy pursuing it. The Institute of Public Health here, also runs a distance MPH, but intake for the next course has already been completed. Not sure though, how far their intakes go outside Uganda.
