PACT South Africa is seeking candidates for the following two positions for an HIV & AIDS grant management program based in Pretoria, South Africa:
1. Program Director
2. HIV/ & AIDS Technical Advisor

1. Program Director

Position Summary: The Program Director is expected to provide senior-level program management of Pact South Africa?s program and will oversee the a full range of grants management activities, including pre-award activities (pre-award assessments, budget and cost analysis, subgrant and subcontract negotiations), award and modifications. The Program Director will lead a team of senior program officers and a technical advisor who, together, will provide direct assistance to subgrant partners on a range of program management tasks including program design, work plan and budget development, sub-recipient monitoring and support, program reporting, procurement, donor site visits, and compliance with USAID & PEPFAR regulations, policies and procedures. S/he will also ensure the provision of direct technical assistance in prevention, care and support strategies for Pact?s sub-grantees. The Program Director will oversee technical and programmatic assessments, provide and coordinate consultation and training on the development and implementation of approved programs and services (in line with donor and SAG recommended methodologies and standards. S/he will coordinate closeout activities including final financial and programmatic reports. The Program Director will also serve as a primary liaison with donor representatives, partners, and subgrantees.

Education and Experience Requirements: Masters degree in public health or a related social science and at least ten (10) years of practical experience with donor (USAID preferred)-funded multi-million dollar programs is required. A minimum of 5 years relevant administrative experience, strong analytical and budgeting skills and experience with HIV & AIDS projects are also required. The successful candidate will have extensive knowledge of and management experience in all aspects of community-based HIV& AIDS programming (design, development, and implementation). Knowledge of USAID & PEPFAR policies, procedures or regulations for program implementation/grants program, excellent interpersonal and written communication skills and the ability to travel extensively are also essential. Knowledge of local language(s) preferred.

Salary: Compensation commensurate with experience and qualifications.

2. HIV/ & AIDS Technical Advisor

Pact South Africa is seeking candidates for an HIV & AIDS Technical Advisor for a USAID -funded HIV & AIDS grants management program based in Pretoria, South Africa.

Position Summary:

The HIV & AIDS Technical Advisor is expected to provide and manage direct technical assistance in prevention, care and support strategies for Pact?s sub-grantees. S/he will conduct technical and programmatic assessments, provide and coordinate consultation and training on the development and implementation of programs and services (in line with donor and SAG recommended methodologies and standards), and disseminate the latest, most-up-to-date HIV and AIDS scientific, programmatic and technical information and best practice models. The HIV & AIDS Technical Advisor will also provide guidance and technical oversight on the design and delivery of partner HIV & AIDS curricula, training modules and publications. S/he will also work closely with partners to ensure the effective incorporation and strengthening of nutrition and food security, protection services, gender mainstreaming, human capacity development, and public private partnerships activities in existing partner programs.

Education and Experience Requirements: A medical degree (MD or RN) and at least ten (10) years of practical experience in the HIV & AIDS health sector is required. In addition, a Masters? degree in public health or a related social science is preferred. The successful candidate will have extensive knowledge of and management experience in all aspects of community-based HIV& AIDS programming (design, development, and implementation) with a special focus on prevention of HIV transmission; care and support for orphans and other vulnerable children; HIV infected individuals (including palliative care) and their affected families; improving access to voluntary counseling and testing; and community mobilization and mitigation in resource-constrained communities. Additionally, the candidate should have in-depth knowledge of and a proven track record of working successfully with major governmental HIV & AIDS funding sources such as USAID, CDC, other US government agencies, private foundations and corporations. Knowledge of local language(s) preferred.
