There is a recommendation here for a" rapid health workforce scale- up," but no discussion of what would prevent or slow the steady migration of health workers from poorer countries to richer countries. In the absence of a serious plan to address the issue, the scale-up could simply increase the rate at which the south supplies the north with health workers.
