OBJECTIVES OF THE PROGRAMME :
The objective of the WHO Immunization Vaccines and Biologicals Department (IVB) is to achieve a world in which all people at risk are protected against vaccine-preventable diseases, through work in three major areas: Innovation (IVR), Access (EPI) and Quality Safety and Standards (QSS). The Expanded Programme on Immunization (EPI) team focuses on maximizing access to high quality immunization services, accelerating disease control and linking to other health interventions that can be delivered during immunization contacts.
Activities cover: (i) immunization systems strengthening, including surveillance and laboratory networks for viral and bacterial vaccine preventable diseases; (ii) vaccine procurment and immunization financing; and (iii) management of strategic information for monitoring global progress.
Description of duties:
-Providing Regional and Country support functions related to specific work around the comprehensive multi-year planning processes (cMYP) as a mechanism to implementing the Global Immunization Vision and Strategy (GIVS) at country level.
-Strengthening the GAVI Alliance efforts in aspects related to its financing policies and financial sustainability.
-Contributing in the work related to the economics of vaccines and immunizations, in close collaboration with the other technical units in IVB and other WHO departments.
-Work on any other duties assigned by group leader, coordinator or Director.
Main achievements expected:
- Policy guidance and operational support to Regions and Countries on how to develop and evaluate immunization multi year plans and how to ensure alignment of immunization financing with broader planning and budgeting processes for the health sector.
- Produce analytical notes and technical tools supporting to the development, implementation and monitoring of the GAVI Phase II financing policy.
- Studies and analytic work on innovative financing mechanisms, user fees and debt relief initiatives.
REQUIRED QUALIFICATIONS
Education:
Essential:
- Post-graduate degree (i.e. Master's or Doctorate) in health economics, health policy, public health.
Desirable:
- PhD in health economics.
Skills:
Results oriented with proven ability to develop and apply conceptual approaches to health financing, and policy analysis. Excellent capacity to conduct quantitative evaluation and data analysis on economics of immunization. Capacity to provide sound policy and technical advice to institutions and governments. Excellent writing and research skills. Ability and willingness to work harmoniously with a broad range of people of diverse cultural backgrounds. Tact, diplomacy and ability to motivate partners. Excellent communication skills, including drafting and presentation skills. Ability to work effectively in a team setting and under pressure.
Experience:
Essential:
- At least 7 years of experience, at least 5 of which should be at the international level, working in the field of health economics, applied health policy analysis, including experience in capacity building and policy advisory work.
Experience in working with developing countries in immunization and/or health programme planning, costing, financing and/or financial sustainability.
Desirable:
- Experience working with a global health initiative would be an asset.
Languages:
Excellent knowledge of English or French (reading, speaking and writing), and good knowledge of the other.
