This project proposal raises questions. Here's one:

What about confidentiality?

Suppose, for example, that a 15-year-old living at home signs up for the program. The parents know that he/she will get $45 on x day if he/she tests negative for several STDs. The tests come out positive. This could happen for several reasons: (a) could be false positives; (b) the test could be correct, but the STD might have been acquired from unsterilized gloves or specula; (c) the test could be correct and reflect high-risk sexual behavior.

The 15-year-old goes home without $45. The parents and friends know that he/she did not get paid, and know that the clinic found what they considered to be evidence for high risk behavior (but it could have been a false-positive, or nosocomial infection).

The project -- if it goes forward -- will lead to accusations of high-risk sexual behavior which may or may not be accurate. People and relationships will be hurt.
