Terms of Reference (TOR)

Background

The Health Rights Advocacy Forum (HERAF) is an advocacy initiative that brings together health professionals, NGOs, FBOs and PLWHA organisations to campaign for recognition of health as a fundamental human right in Kenya. It was established in 2006, with support from Physicians for Human Rights (PHR) USA through a grant from the Bill and Melinda Gates Foundation. The organisation operates under the auspices of the Kenya Human Rights Commission (KHRC), a registered NGO in Kenya since 1994 whose mission is to promote, protect, and enhance the enjoyment of all human rights by all Kenyans.

HERAF envisages a Kenya where health is recognized as a fundamental human right, with access to equitable and affordable health services for all. The mission is to monitor and advocate for the provision of equitable health services using a rights-based approach. The current programmes include health rights awareness and education, HIV & AIDS policy development and advocacy, a health and HIV & AIDS financing campaign and health care workers' rights advocacy.

Purpose of the consultancy

The overall purpose of the consultancy is to conduct an assessment of the effect of 2007 post – election violence on the health care system in Kenya.

Objectives

The specific objectives of the consultancy are:

1. To examine and document the effects of post-election violence on health care workers in Kenya.

2. To determine the level of preparedness of the Kenyan health care system to provide health services in emergency conflict situations.

3. To identify advocacy issues relating to Kenya's health care system and post-election violence in Kenya.

The priority study sites are Eldoret, Kisumu and Nairobi.

Scope of work

1. Conduct a literature review on:

a. Kenya's health care system
b. Post-election violence and health systems in Kenya, including the situation of health care workers

2. Develop appropriate quantitative and qualitative data collection instruments

3. Collect and analyze data from primary and secondary sources

4. Develop the report

5. Make presentations on the findings in organized forums for peer review

Expertise required

The consultant should have the following expertise:

- Minimum 5 years professional experience in health, HIV&AIDS and human rights that must include knowledge of health, HIV&AIDS and human rights principles
- Clear understanding of the Kenyan health system
- Minimum of Masters Degree in Social Sciences or Public Health
- Competence in developing advocacy strategies in health and human rights
- Excellent communication skills

Time Frame

The consultancy is expected to last 21 days.
