The Campaign to End Pediatric HIV/AIDS (CEPA) seeks to increase coverage rates for prevention of mother-to-child transmission (PMTCT) and pediatric treatment to the globally agreed-upon target of 80% and ensure high-quality services. The campaign will work to expand and activate in-country advocacy networks that can help catalyze reforms at the national and global levels; hold governments and other decision-makers accountable for tangible progress toward their commitments; and overcome key policy and implementation bottlenecks to scaling up pediatric prevention, treatment, and care. The expected outcomes are improved program delivery results and increased impact of ongoing investments from international donors and national governments. CEPA will focus on seven high-burden countries in sub-Saharan Africa where large-scale PMTCT and pediatric HIV/AIDS programs are being implemented: Kenya, Tanzania, Uganda, Zambia, Nigeria, Mozambique, and Ethiopia. CEPA Project Manager (D.C.-based staff)

Position Summary: The CEPA Project Manager will play a key leadership role in the three-year Campaign to End Pediatric HIV/AIDS, including the start-up, roll-out, and implementation of the project. The successful candidate will have exceptional leadership, advocacy, and project management skills, with particular strengths in the areas of team-building, resource management, evaluation, and strategy development. The Project Manager will oversee campaign staff located in Washington, DC, and Africa, and will collaborate closely with other GAA staff. The CEPA Project Manager is part of GAA's senior management team and reports to the Executive Director. The position is located in Washington, DC, and requires domestic and international travel.

Duties and Responsibilities:
* Under the oversight and direction of the GAA Executive Director, provide overall management of the Campaign to End Pediatric HIV/AIDS, including policy, programmatic, and financial elements.
* Serve as the point person for all CEPA-related activities within GAA.
* Oversee CEPA start-up operations, including conducting due diligence and partner selection, developing a CEPA Action Agenda, devising an evaluation framework, and rapidly building the CEPA team.
* Develop and oversee implementation of a management plan that supports CEPA's goals, responds to the needs of core partners, and establishes effective accountability mechanisms for meeting campaign goals.
* Oversee the establishment of financial management mechanisms, including subgranting procedures, and ensure their effective functioning.
* Supervise CEPA project staff, including establishing clear staff priorities and work plans and monitoring and optimizing staff performance.
* Establish campaign structure and coordination mechanisms that optimize communication and collaboration among U.S. and Africa-based CEPA teams.
* Collaborate effectively with GAA staff teams to leverage CEPA's impact in such areas as U.S. and global advocacy, global partnerships, communications, and grassroots outreach.
* Identify and manage consultants and contractors supporting the project.
* Support GAA Executive Director in conducting direct advocacy with key U.S. and global stakeholders, e.g., UNAIDS, Global Fund to Fight AIDS, TB and Malaria.
* Monitor, evaluate, and report on CEPA results to donors and other key stakeholders and troubleshoot project implementation problems.
* Serve as primary liaison between campaign implementing partners and key stakeholders.

Qualifications:
* Master's degree in public policy, public health, business, or similar.
* Ten or more years of management leadership experience.
* Expertise in the field of HIV/AIDS or global health.
* Proven experience planning and managing complex projects, preferably in an international context.
* Advanced skills in program design, monitoring and evaluation, with experience in measuring the impact of advocacy a major plus.
* Demonstrated financial management expertise.
* Significant experience in planning and managing advocacy campaigns or building coalitions.
* On-the-ground experience working in Africa strongly preferred.
* Strong interpersonal skills, flexibility, and a sense of humor.
* A demonstrated commitment to social change and political activism.

CEPA Africa Director (Africa-based staff)

Position Summary: The CEPA Africa Director will play a leadership role in the three-year Campaign to End Pediatric HIV/AIDS, with key responsibilities for ensuring effective coordination among a wide range of campaign partners in Africa. The successful candidate will have exceptional leadership, advocacy, coalition-building, and project management skills. The Africa Director will report to the CEPA Project Manager in Washington, DC, and supervise a small Africa-based campaign team. The position will be located in Africa, most likely in one of the campaign focus countries, and requires international travel, especially within Africa.

Duties and Responsibilities:
* Provide oversight for CEPA's Africa-based staff and management leadership for CEPA's core partners, ensuring effective functioning of the campaign's Africa-based operations and serving as the primary GAA point person for CEPA with core partners.

* Support the CEPA Project Manager in executing campaign start-up operations, including conducting due diligence and partner selection, devising a campaign monitoring and evaluation framework, and rapidly building the campaign team.
* Play a lead role in crafting and implementing CEPA's action agenda, especially the country-level elements, and ensuring that country-level action plans are linked to the broader campaign strategy.
* Recruit, develop, and manage the activities of a CEPA Advisory Group, comprised of people who are leaders in the fields of global health and HIV/AIDS, policy and advocacy, international development, and philanthropy.
* Support the CEPA Project Manager in implementing a management plan that supports the campaign's goals, responds to the needs of core partners, and establishes effective accountability mechanisms.
* Support the CEPA Project Manager in ensuring that financial management mechanisms, including subgranting procedures, are established and function smoothly.
* Support the CEPA Project Manager in establishing and maintaining coordination mechanisms that optimize communication and collaboration among the U.S. and Africa-based campaign teams.
* Collaborate effectively with GAA staff teams to achieve campaign results.
* Supervise the CEPA Africa Policy Officer and the CEPA Africa Administrative Assistant.
* Monitor, evaluate, and report on campaign results, and troubleshoot project implementation problems.

Qualifications:

* 5-10 years of management leadership experience.
* Expertise in the field of HIV/AIDS or global health.
* Proven experience managing coalitions, preferably in an international context.
* Demonstrated program design and monitoring and evaluation skills, with experience in measuring the impact of advocacy a major plus.
* Demonstrated effectiveness working with boards of directors, trustees, advisory boards, and other senior officials.
* Financial and grants management expertise.
* On-the-ground experience working in Africa required, with current or recent experience preferred.

Grants Manager (D.C.-based staff)

Position Summary: The Grants Manager will oversee management of GAA's subgrants, with a primary focus on subgrants to advocacy networks and organizations in sub-Saharan Africa. The Grants Manager will play a significant role in helping GAA disburse and oversee dozens of grants to Africa-based advocacy organizations involved in implementing the Campaign to End Pediatric HIV/AIDS, as well as subgrants associated with other ongoing GAA projects. The Grants Manager is based in Washington, DC and reports to senior management. The position requires occasional domestic and international travel.

Duties and Responsibilities:
* Oversee GAA's subgrant portfolio, promoting effective delivery of grant results, strict financial accountability, and clear expectations on the part of all subgrantees and implementing partners.
* Establish and implement grant reporting procedures in accordance with donor requirements, national laws and regulations, and other legal and financial requirements.
* Maintain databases and other information management systems to ensure effective tracking and reporting of grants data.
* Advise GAA management on technology needs and lead development of GAA's technology strategy for effective grants administration.
* Collaborate with GAA staff teams, as needed, and promptly deliver information needed for management decision-making in appropriate formats.
* Collaborate regularly with subgrantees, ensuring they have the information and support required to fulfill their obligations and assisting GAA in monitoring performance and ensuring accountability.
* Analyze grant data to respond to informational inquiries and improve grants management processes.
* Provide basic training to GAA and partner staff on grants management procedures and grants administration systems.
* Participate in developing, implementing, and refining CEPA evaluation mechanisms, including collaborating with external contractors as needed.

Qualifications:
* 3-5 years experience administering and managing grants programs in developing country contexts, including direct grants to community organizations.
* Demonstrated strong analytical, problem-solving, and financial management skills.
* Excellent attention to detail.
* Demonstrated ability to effectively develop grant procedures, policies, and mechanisms that result in rapid and efficient implementation.
* Experience training project technical staff to participate effectively in the grant identification, review, and implementation process.
* Ability to work independently and in a self-directed manner, as well as on teams.
* Excellent skills in time management and multitasking and the ability to work in complex environments.
* Experience with national regulatory procedures in target CEPA countries, experience in procurement, or on-the ground experience working in Africa a plus.

Meeting Planner (Africa-based consultant)

Position Summary: The Meeting Planner will work with GAA's Executive Director, Deputy Executive Director, and CEPA project staff in order to coordinate all aspects of the CEPA Advocacy Summit in October 2009 in sub-Saharan Africa, probably in Johannesburg. This three-day summit will involve roughly 60 attendees, including representatives from African regional and global organizations, staff from GAA's Washington, D.C., office, and delegations from CEPA's seven focus countries (Kenya, Tanzania, Uganda, Zambia, Nigeria, Mozambique, and Ethiopia). Key personnel will meet the day before the Advocacy Summit in order to finalize meeting preparations, and key stakeholders will meet the day after in order to will meet the day after in order to follow up on action items and coordinate next steps. A second CEPA Advocacy Summit will be held 12-18 months after the first.

Duties and Responsibilities: The primary responsibilities of the Meeting Planner will be to select and inspect meeting venue; negotiate with local hotels; arrange travel and accommodation for attendees, including approximately 45 CEPA partners from within sub-Saharan Africa; assist in developing a meeting budget; coordinate with GAA's Office Manager to track and process payment of meeting-related expenses; help develop and circulate meeting agenda; coordinate rapporteur services; manage on-site registration and logistics, including audiovisual equipment, translation services, entertainment, etc.; coordinate printing and distribution of meeting materials; provide visa letters as needed; and track RSVPs and distribute list of attendees.

Qualifications:
* College degree and minimum of two years conference or meeting planning experience.
* A proven track record of organizing successful international events or meetings.
* A proven track record of managing financial resources effectively and meeting budgets.
* Outstanding project management skills, including multi-tasking and meeting deadlines.
* Extremely well-organized and detail-oriented.
* Highly motivated and able to work independently.
* Strong written and verbal communications skills.
* Good judgment and an ability to keep calm under pressure.
* Good interpersonal skills and ability to work with a culturally and professionally diverse team.
* Proficiency in Microsoft Office software, including Word, Excel, Outlook, and PowerPoint.
* Willing and able to travel as needed.
* Fluency in English required.

Compensation: This is a temporary consulting position that will start on June 1, 2009, and end on October 31, 2009, or as soon as the meeting report has been finalized and distributed. Consulting fee will be commensurate with experience.

Administrative & Executive Assistant (D.C.-based staff)

Position Summary: The Administrative and Executive Assistant provides support for GAA's day-to-day operations, as well as administrative and research support to GAA's Executive Director. The successful candidate will demonstrate outstanding organizational abilities, proficiency with technology, excellent interpersonal skills, and a flexible work style. The position is located in Washington, DC, and reports to GAA's Office Manager.

Duties and Responsibilities:
* Provide research and administrative support to GAA's Executive Director, including scheduling, returning calls, handling correspondence, responding to information requests, and providing other support as needed.
* Provide administrative support to ensure the smooth operations of GAA's offices, including ordering office supplies, making travel arrangements, coordinating equipment maintenance and repairs, and serving as receptionist.
* Help troubleshoot basic computer problems and help maintain high functioning technology and communications systems for GAA team.
* Interact with building management and support routine office administration, including taking meeting minutes, sending faxes, scanning documents, coordinating mailings, etc.
* Provide on-site and off-site support for meetings and other GAA events, e.g., invitations, RSVPs, audiovisual presentations, refreshments, etc.
* Maintain database of individual donations and handle gift acknowledgements.
* Support GAA's Office Manager and assist with other projects as needed.

Qualifications:
* 1-2 years administrative experience, with executive support experience a plus.
* Proficiency with Office 97 software, including Word, Excel, Outlook, and PowerPoint.
