According to the authors, Granich and colleagues' 2009 model may have underestimated the costs of implementing a universal "test and treat" strategy for South Africa by neglecting to account for the costs of complementary prevention interventions, annual HIV testing services, and improvements to health care infrastructure. To treat and monitor more than 4.3 million adults in South Africa annually will require a tenfold scale-up of the current health care infrastructure.

Young women, although aware that their IG partners were more likely to be infected with HIV, noted difficulty in negotiating condom use.

This fourth annual progress report assesses progress made by UN Member States toward the goal of universal access to HIV prevention, treatment, care, and support services by 2010, presenting information from 183 of the 192 Member States. Despite encouraging progress made by several countries, global targets for HIV prevention, treatment, care, and support are unlikely to be achieved in 2010, and funding remains flat.
