[afro-nets] Fraud plagues global health fund (2)

Dear Colleagues

Are any of you really surprised by the revelation that funds have gone missing from the Global Fund? The core structure of the fund was set up in a manner very similar to other major international institutions like the World Bank, the United Nations, etc where procedure is king ... or queen for that matter. Meaningful metrics to provide financial control and accountability are almost totally absent!

At the Global Fund, right from the get-go there was a whole lot of analysis of what was going to be done ... then approval and disbursement ... and a very very weak follow up and oversight of the fund flow into the work and the value flow derived from the work. This business model is a dream construct for thievery as anyone versed in even basic accounting and financial control will attest. The World Bank, UN and the whole network of NGOs,. government implementing entities and all the rest are notoriously weak in the area of financial accounting and control ... and have been to my knowledge for the best part of 40 years. While all sorts of things have changed and improved over that period of time ... improvement in the accounting and financial control in the overall official relief and development assistance industry is not one of them.

It makes me mad as hell!
